Over time several add-ins would have been installed into your Outlook user profile. Each of these add-ins needs to be loaded into memory before starting Outlook. Add-ins that are no longer used still load, contributing to the slower startup of Outlook. Disabling the non-essential add-ins should see an improvement in start times as well as stability. Corrupted files may not only impact performance but also trigger errors such as 0x f, which typically means Outlook can’t access its data file or address book. Creating a new profile or repairing the data file often helps resolve it.
In the first place, check whether your antivirus is up-to-date. Reliable and trusted antivirus software vendors do care about compatibility with Microsoft Office applications, so there why is Outlook not opening is a good chance that the issue is fixed in their latest update.
